PROPOSED FEDERAL NUTRIENT MANAGEMENT PLAN
WHEREAS:
New standards are being proposed by USDA Natural Resources Conservation Service (UDSA/NRCS Code 590) which would prohibit winter manure spreading in environmentally sensitive areas such as but not limited to perennial water bodies, areas of concentrated flow, surface inlets, Karst topography, wellhead protection areas, flood plain, and coarse textured soils, and
WHEREAS: Scientific tests conducted in the New York City Watershed pursuant to the present 590 regulations resulted in significant water quality improvement without such a prohibition, thus making the new regulation arbitrary and capricious, and
WHEREAS: Forcing farmers to build manure storage facilities to avoid winter spreading would place further burdens on them, raise the possibility of spillage, as well as forcing spreading during inappropriate times, therefore be it
RESOLVED: That Ravena Grange 1457 opposes the implementation of the proposed 590 USDA/NRCS regulations that would prohibit winter manure spreading, and be it further
RESOLVED: That this resolution be forwarded to the Albany County Pomona Grange for its consideration.
